Sullins, Director Division of Water Quality October 25, 2007 DWQ Project # 07-1713 Franklin County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Mark Kopple 1007 Lake Royale Louisburg, NC 27549 Subject Property: Mark Kopple -Lot 2045R Lake Royale (030301, 28-31-(1), B, NSW] REQUEST FOR MORE INFORMATION Dear Mr. Kopple: On October 10, 2007, the Division of Water Quality (DWQ) received your application dated August 2, 2007 to impact 0.0007 acres of open waters below the normal pool lake level, and 336 square feet (ft2) of Zone 1Tar-Pamlico River basin protected riparian buffers and 0.00 square feet (ftz) of Zone 2 Tar- Pamlico River basin protected riparian buffers to replace 10 feet of bulkhead and construct a 24' x 24' boathouse at the subject property. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCA±Cs2aH .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. The boathouse shown on the plans does not need to be dug 14 feet landward. Please eliminate the landward excavation for your boathouse and re-submit your revised application and plans. Please respond in writing within 30 calendar days of the date of this letter by sending a copy of this information to me and to Lauren Cobb of the DWQ Raleigh Regional Office. If you will not be able to provide the requested information within that timeframe, please provide written confirmation that you intend to provide the requested information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the project as returned. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
