Mocksville Plant 120 Section 2 Facility Details Brief Description of the types of industrial activities and products produced at this facility: Concrete batching operations. A unique element is that there will be no planned vehicle maintenance performed at this location. The sand and stone are delivered by a hauler and stored in silos and on concrete slabs with tall concrete walls. These materials are sprinkled to maintain consistent moisture to minimize fugitive dust. The cement and fly ash are stored in closed silos. The cement and fly ash is delivered via company owned tanker trucks. This material is blown into the silos by means of pneumatic pressure supplied by the tanker truck. Potential dusting is controlled by dust collectors. The mixer trucks are loaded under the cement silo with dust collection system controlling any potential dusting. The traffic area and aggregate storage area is paved and is cleaned on a regular basis to help control any fugitive dust and sediment entering the storm water discharge. The remaining traffic area is treated to control dusting during dry weather. Chemical admixtures are stored in tanks located in a contained structure. There is one small self- contained fuel tank located across the drive from the plant. At the completion of deliveries, the mixers are rinsed out into a series of earthen settling basins. These basins are cleaned out on an as needed basis and the solids are stockpiled to be hauled off site and used as fill material after drying. There is one outfall (OF) at this location. OF-001 is a commingled process wastewater discharge point located on the west side of the property. Section 4— Industrial Activities that drain to this outfall Outfall 001- Concrete batching operations. A unique element is that there will be no planned vehicle maintenance performed at this location. Truck washdown (exterior rinse) will be performed in a large washdown basin/pit located at the northeastern corner of the property. The basin will have an elevated berm around the back slope with a silt fence to reduce the risk of discharge. Truck wash -out - (drum flushing) that occurs at the end of the day (delivery day) will be performed where the trucks originate; typically, at the plant in Mocksville NC. Aggregate watering will be the primary PW source. Section 6 Wastewater Treatment Alternatives The waste -water treatment plant will accept the wastewater. It is not feasible to connect. a. Explanation- Although technically feasible, impractical since the process wastewater is minimal and discharge is only.likely generated during a heavy storm event as it contacts aggregate materials or minimal amounts of runoff due to aggregate stockpile watering. Discharge to surface waters is the most environmentally sound alternative of all reasonable cost-effective options of the waters being considered. Section 7 Other Facility Conditions i.) This facility uses best management practices BMP or structural stormwater control measures (SCM). a. Stormwater Control Measures include but are not limited to; skimmer sediment basin, --- sediment trap, permanentdiversion,-silt-fencing-withoutlets,-channel protection, inlet protection, velocity dissipator pads, seeding, mulching, and vegetation. ii.) This facility has a stormwater Pollution Prevention Plan (SWPPP). a. Currently being drafted and to be finalized for this operation pending approval of this permit. General operating practices will include process wastewater sampling, daily/weekly/quarterly inspections, compliance with SOP / O&M procedures, sampling equipment and operator training. Additionally, the site is graded so that all stormwater commingled with process water, yielding process water, will flow to the northern edge of the property laminarly. PW will be treated to ensure TSS and pH are within testing thresholds. The process water sediment basin has been constructed to hold 7,985cf.
