Sullins, Director Division of Water Quality Wake County EXP# 07-0566v2 On October 24, 2007, the Express Review Program of the Division of Water Quality (DWQ) received your application for the above referenced project. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 15A NCAC 2H .0506: Diffuse Flow Provisions: a. The proposed level spreader locations are too steep for level spreaders. Please redesign your BMPs to achieve a 30% removal of nitrogen or relocate BMPs where level spreaders are more suitable. Make sure to include BMP supplement sheets along with all items in the corresponding required items checklist. b. Please be advised that per Water Quality Certification GC 3631, developments within watersheds classified as Nutrients Sensitive Waters (NSW) shall require one of the following BMPs: i. Extended detention wetlands, ii. Bioretention cells, or iii. Ponds followed by forested filter strips c. Please be advised that Stormwater BMPs (such as detention ponds) shall be designed to avoid `short circuiting' of flow when inflow and outflow structures are located closely in the BMP. The distance between the inflow and outflow should be maximized. Detail design, installation, and maintenance requirements of all BMPs can be found at: http://h2o.enr.state.nc.us/su/bmp forms.htm 2. Riparian Buffer Mitigation: , a. Impacts to Zone 2 of the Riparian buffer for the purpose of constructing stormwater BMPs must be mitigated for. Please consider redesigi}ng,~MPs such that Zone 2 is not impacted or provide Buffer mitigation at a rate of 1.5:1. 3. Developable Lots: a. Platted parcels must be developable without further impacts to jurisdictional and non jurisdictional wetlands, streams, water features, and State regulated buffers. Lot 4 is not developable without further impacts to streams, wetlands, and buffers.
