My recommendation is that you change this from a compliance evaluation to a Technical Assistance evaluation, and I
would not mark them as compliant, since a full inspection including SWPPP wasn't done.
Everything else in the report is fine.

(FYI, I just recently received guidance from Mike Lawyer that NOI inspections and Rescission Requests should be
Technical Assistance inspections, No Exposure inspections should be Compliance Evaluations. I have put together some
training for everyone, but I'm waiting on Mike Lawyer to approve the training prior to rolling it out.)
