Quarterly SOC Progress Report
1st Quarter 2023
Please accept this submittal as a quarterly progress report for the work and activities for the Town of
Slier City under the Special Order By Consent.
Scheduled Activities paragraph 2(a)
Quarterly Reports
Quarterly Nutrient Optimization Report was submitted on January 30,2023
This is the first Quarterly SOC report.SOC was executed in 1st quarter of 2023.
Collection System Permit WQCS00056
Permit for Main Interceptor Replacement Project was Submitted on February 28, 2023,Sewer
Extension Permit was issued on April 19, 2023.
All other Activities are scheduled for future quarters.
NPDES Permit NC0026441
Comments from NCDEQ on IUP permits were received on 4/21/2023.Town will address these
comments by May 5,2023,and expects to issue IUPs within 30 days of NCDEQ approval as
required in the 2"d quarter of 2023
Supplemental Aeration Equipment has been purchase and set in the oxidation ditch basins.The
electrician is waiting for parts to complete installation and place the units in service. It is
anticipated that this will be complete in May 2023.
All other Activities are scheduled for future quarters.
Water Treatment Plant
Comments from NCDEQ on IUP permits were received on 4/21/2023.Town will address these
comments by May 5,2023,and expects to issue IUPs within 30 days of NCDEQ approval as
required in the 2"d quarter of 2023
Construction of the WTP Pretreatment Improvements is still underway.The Contractor's latest
schedule indicates completion in early August due to delays primarily associated with material
delivery.An extension request to modify this milestone is being drafted and will be submitted
for NCDEQ's consideration.

McGill Associates has been retained to provide Engineering services for the WTP Solids Handling
Improvements and is currently preparing an Engineering Report evaluating alternative
configurations.
Action Items under Paragraph 4(a)
Phase 1
All Action Items associated with Phase 1 have been completed.
Phase 2
Town is working to obtain all permits required to begin construction for the WWTP. It is anticipated that
this construction will begin in the 2nd quarter of 2023.
As noted above,supplemental aeration equipment installation is expected to be complete in May 2023.
As noted above,the Town is working with NCDEQ for approval of IUPs and expects to issue all updated
IUPs in the 2"d quarter of 2023
Phase 3
No overflows from the Town's WTP have occurred from date of execution of the SOC.
As noted above,the WTP pretreatment system improvements schedule has been delayed and additional
detail will be submitted separately.
Phase 4
Activities are scheduled for future quarters.
Additional Wastewater Flow Pursuant to Paragraph 4
The Town has not accepted any additional wastewater flow as of the 1st Quarter of 2023.
