Anneliese, Thank you for the clear explanation of what happened. I agree that it’s a good resolution to the circumstances and ultimately for the resource. Mason <tmherndon@ncdot.gov> Subject: [Non-DoD Source] Brunswick Bridge 202 (17BP.3.R.81) over Mulberry Branch extended riprap Hi Tom and Hannah, After speaking with Mason today, we wanted to update you both that the depicted bank stabilization in the structure plans of the subject bridge had been eliminated before the project was advertised and is not shown in the recent roadway plans or the recent permit drawings (for some reason the structure plans were not updated). Also, after reviewing the permit drawings, reviewing the photos taken yesterday on site, and talking to the assistant resident engineer, we realized that what we saw on site yesterday was not actually intended to be bank stabilization. In other words, we believe that the riprap end bent protection was extended (inconsistent with the roadway plans) further toward the stream (on both end bent 1 and end bent 2) than the plans showed. After close inspection of the photos (see attached), we could see that the incorrectly extended riprap is not in the channel, and therefore (other than a few stray rocks perhaps) should not be considered fill. Also, the riprap was not keyed into the stream bank. Additionally, we noted that the rock appears to be placed on what was the landward side of the original vertical abutment. Since the location of the original vertical abutment approximated (or was the same as) the JS line on the plans, we do not believe that the rock is past where the JS line was drawn on the plans. The assistant resident has proposed removing the riprap that was incorrectly extended and using it for the end bent protection (per the plan sheet) by May 26th. He believes that they will be able to remove it without impacting the stream. After the riprap is removed, the contractor will place coir fiber matting between the stream and the end bent protection (in the unclassified excavation area) as shown and called out on the current roadway cross section. We feel that this solution is the best since it maintains a corridor that is not riprapped at each end bent, per the plan sheets. Please let me know if you have any questions.
