Dear Sir:
On January 16, 2004, the NCDOT requested an Individual § 401 Water Quality
Certification for the subject project. The NCDOT is in receipt of a letter from your office
dated Apri16, 2004, copy attached for your convenience, placing the project on hold for the
following reasons:
The ICI assessment has not been received by DWQ and reviewed.
Until a letter from NC Ecological Enhancement Program stating that the project has been
accepted for compensatory mitigation.
In response to item 1: As requested, the ICI assessment prepazed by HNTB North
Carolina, PC is enclosed for your review.
