Hello,

The N.C. Division of Coastal Management (DCM) received an email from the N.C.
Department of Transportation (NCDOT) on April 17, 2023 regarding a modification request
for a proposed gated driveway access to NCDOT Parcels 82 & 87 (formerly Jamestown
Pender) that is necessary to provide access to the ~ 600 acre property.

The additional 0.164 acres of non-riparian permanent wetland impacts associated with this
modification request will be offset with the credits acquired for the 2.02 acres of non-riparian
permanent wetland impacts that were eliminated from the project with the removal of SR8 in
the modification request dated October 21, 2021. With this modification, the overall reduction
in wetlands impacts for this project is now 1.856 acres.
The N.C. Division of Water Resources (DWR) issued a Modification of the 401 Water Quality
Certification 004116 on April 26, 2023 (NCDWR Project No. 20161268 v. 7).

DCM has reviewed the updated information, and has determined that the project remains
consistent with the North Carolina Coastal Management Program.

Please see the attached modification request for R-3300B. This modification request addresses the
proposed gated driveway access to NCDOT Parcels 82 & 87 (formerly Jamestown Pender) that we
discussed at the last agency field review. When the Department removed SR8 from the project in
the October 21, 2021 modification, the Department overlooked the fact that we also eliminated
access to the ~ 600 acre property once the project was completed and need access to manage the
property. This request has also been submitted via Laserfiche.
