Subject: Proposal of Dike Maintenance on Farm 3620 (31-0400)
Dear Christine Lawson:
Below is the process proposed for the dike repair at Smithfield farm 3620 for the
maintenance/restoration of the primary lagoon dike.
Recommended Dike Maintenance/Repair/Restoration:
1. Erosion on the upper portion of the dike is due to wave action on the lagoon surface over the
years. Soils from the interior dike face has eroded/sluffed/deposited along the existing waters
edge creating a visual ledge around interior of the dike.
2. The water level shall be maintained at 60" freeboard or lower for the duration of the repair
construction.
3. On the interior of the dike, remove existing overburden and liner as shown on sheet G101 being
careful to not disturb the inside slopes or existing soil liner near the lowered water level.
4. On -site soils adequate to restore the eroded dike face are not plentiful. Smithfield will bring in
appropriate soils from a barrow area at a nearby Smithfield farm.
5. With the existing liner/overburden excavated, clay material from a predetermined suitable
source shall be brought in to reestablish the liner. The clay shall be placed in small lifts a
maximum of 9" tall and then compacted to achieve 95% of standard proctor maximum dry
density. Fill the excavated area completely with compacted clay back to original design
slope/grade.
6. After completion of the dike maintenance vegetation is to be established.
7. At no time during the dike maintenance will the capacity of the lagoon be altered from the
original design.

FINISH GRADE SEEDING NOTES:
1. ALL DISTURBED AREAS SHALL BE SEEDED, FERTILIZED, AND MULCHED AS SOON AS POSSIBLE
AFTER FINAL GRADING IS COMPLETED.
2. PREPARE DISTURBED AREAS FOR SEEDING BY GRADING IN ALL SURFACE WATER DIVERSIONS AND
SHAPING TO FINAL GRADES.
3. APPLY LIME AND FERTILIZER THEN DISK TO PREPARE A 3 TO 4 INCH SMOOTH SEEDBED. APPLY
SEED AND FIRM SEEDBED WITH A CULTIPACKER OR SIMILAR EQUIPMENT. APPLY MULCH AND
SECURE WITH A MULCH ANCHORING TOOL OR NETTING.
