October 19, 2007 Mr. John Dorney NC Division of Water Quality 401/Wetlands Unit 1650 Mail Service Center Raleigh, NC 27699-1650 ~~~~oe~~ OCT 2 3 2007 1+YETlJW4SNID STr4RhAMAT~flJBRANC~i Subject: Duke Power's 401 Certification for removal of the Dillsboro dam, Jackson County Dear Mr. Domey, On behalf of the 1,110+ members of the Carolina Canoe Club (CCC), I am writing in support of the approval of North Carolina's 401 certification of the Duke Power project to remove the Dillsboro dam of the Tuckasegee River in Jackson County. Many members of the CCC utilize this stretch of waterway for recreational paddling and it is heavily used as an educational venue for the paddle sports. Removal of the dam should provide a greatly enhanced and contiguous recreational section of the river that would be a net positive for the economy of the area. We believe that moving forward with this certification will help return this section of the Tuckaseegee to more natural conditions as long as proper mitigation of accumulated sediments occurs in the course of the project. It is our understanding that state and federal natural resource agencies agree that this approach will have no long-term negative effects on water quality or aquatic life in the segment and will likely improve the aquatic habitat, including provision of enhanced passage of aquatic species, in the long- term.
