Division of Water Resources' Central and Regional staff has reviewed the application package
received on February 14, 2023. However, additional information is required before the review may be
completed. Please address the items on the attached pages no later than the close of business on June 8,
2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items

1. In Attachment G, it is indicated that the Permittee owns all of the land associated with the
wastewater system, but the Deeded Owner of the irrigation fields on Parcel 11N04017F in Section
IX of the application form is not the Atkinson Milling Company. Upon investigation, there was a
lease agreement allowing the Permittee to operate and maintain the wastewater system components
on this parcel filed in the Johnston County Register of Deeds on January 16, 2016 between Glenn
R. Wheelr Jr. and Atkinson Milling Company, but the lease terminated on September 5, 2022 and
cannot be used for this permit cycle. Please provide an updated lease that meets the requirements
of 15A NCAC 02T .0116(c), 02T .0504(f), and 15A NCAC 02L .0107.
