HomeMy WebLinkAboutNCG020045_Martin Marietta Stormwater Inspection Report (Arrowood)_20230509Charlotte -Mecklenburg STORM WATER Services May 9, 2023 Robert Severt, Plant Manager 1325 Texland Boulevard Charlotte, NC 28273 Subject: Industrial Facility Inspection Martin Marietta, Inc. — Arrowood Quarry Dear Robert Severt: StormWater.CharMeck.org On May 3, 2023, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part Il, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 1) Stormwater Pollution Prevention Plan (SWPPP) A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented. 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded; however, qualitative monitoring has not been conducted concurrently with analytical monitoring. The facility should conduct qualitative monitoring concurrently with analytical monitoring as required in the NCGO20000 permit, Part E-I (b). 3) Analytical Monitoring Analytical monitoring has been conducted and recorded; however, according to facility personnel, more than 55 gallons of motor oil and/or hydraulic oil is used per month when averaged over the calendar year. No monitoring has been conducted for the required vehicle maintenance parameters. Martin Marrietta also owns an adjacent parcel in South Carolina. The facility is a quarry that performs blasting and produces aggregate. 7 File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) has not previously inspected this facility. An NOV was issued for an illicit discharge from a stormwater outfall originating from a service request on 3/31/2023. Inspection Summary: At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Stormwater Pollution Control Ordinance. Please refer to the inspection report for comments and recommendations. The facility also has two wastewater outfalls that discharge onsite. Several settling pits, one pond, and one freshwater lake were observed to be in good condition. A previous service request observed a discharge from one of the stormwater outfalls; best management practices were observed at the pipe leading to this outfall. No stormwater pollution issues were observed. CMSWS recommends that the waste containers be covered and drain plugs be in place to protect water quality.
