Dear Robert Severt:
StormWater.CharMeck.org
On May 3, 2023, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services (CMSWS)
conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's
NPDES Permit, NCS000240, Part Il, Section H. Inspection authority is granted by Charlotte City

to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and
implemented.
2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded; however, qualitative monitoring has not
been conducted concurrently with analytical monitoring. The facility should conduct qualitative
monitoring concurrently with analytical monitoring as required in the NCGO20000 permit, Part
E-I (b).
3) Analytical Monitoring
Analytical monitoring has been conducted and recorded; however, according to facility personnel,
more than 55 gallons of motor oil and/or hydraulic oil is used per month when averaged over the
calendar year. No monitoring has been conducted for the required vehicle maintenance
parameters. The facility should monitor for the required parameters as per the NCG020000
permit, Part F-2, Table 2.

Site Inspection Deficiency Comments
Stormwater system (catch basins,
No
Stormwater conveys through the site via sheet flow and
inlets, outfalls, etc.)
leaves the facility from two stormwater outfalls. The facility
also has two wastewater outfalls that discharge onsite.
Several settling pits, one pond, and one freshwater lake were
observed to be in good condition. A previous service request
observed a discharge from one of the stormwater outfalls;
best management practices were observed at the pipe
leading to this outfall. No stormwater pollution issues were
observed.
Erosion issues
No
No erosion issues were observed onsite during the inspection
Structural stormwater control
No
Several settling pits, one pond, and one freshwater lake were
measures (SCMs)
observed to be in good condition. The quarry pit also
functions as an additional SCM. No stormwater pollution
issues were observed.
Illicit discharges/connections
No
No illicit discharges/connections were observed onsite during
the inspection.
Aboveground storage tank(s) (ASTs)
No
Some of the ASTs were observed to be stored under cover
and any associated venting and/or
and within secondary containment. Two 10,000-gallon diesel
dispenser(s) — list tank size(s) and
fuel ASTs were observed to be stored uncovered within
contents
secondary containment. Records are kept of releases from
this area. A list of onsite ASTs and secondary containment
are included in the SPCC. No stormwater pollution issues
were observed at the tanks, secondary containment areas, or
dispensers.
