7. Describe the treatment process(es) for the raw water:
Water is drawn from the Mills River and pumped to an untreated water storage reservoir
where suspended materials are settled out. The settled water is pumped to the pre-
ozonation system to begin disinfection where ozone gas is used to eliminate pathogens
and other bacterial contamination. The water then flows to the rapid mix and flocculation
basins where aluminum sulfate and sodium hydroxide are added to produce suspended
particles. Sedimentation follows where suspended particles settle to the bottom of the
sedimentation basin. The water then proceeds to another ozonation chamber for further
disinfection as well as taste, color, and odor control. Next, the water flows through filters
containing granular activated carbon where the media traps suspended solids and adsorbs
other organic material in the water. Following filtration, a small amount of sodium
hypochlorite is added for disinfection and to prevent the reintroduction of pathogens into
the drinking water. Enough is added to maintain a minimum residual concentration
throughout the distribution system. Fluoride is added to prevent tooth decay, sodium
bicarbonate and zinc orthophosphate are added for corrosion control and sodium
hydroxide to control pH. The inclusion of sodium bicarbonate also increases the buffering
capacity of water thereby helping to prevent pH swings in the distribution system.
8. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
The wastewater is process water primarily from filter backwashes and periodic sludge
discharges from the sedimentation basins. This wastewater flows to a lagoon where the
suspended solids are allowed to settle and the supernate flows to the river. Each year, a
predetermined amount of sludge solids and liquid is contracted for removal from the
lagoon and the solid/liquid waste is delivered to the local sewerage treatment facility.

SLUDGE MANAGEMENT PLAN
The facility's waste water is primarily generated during the filter backwash process.Treated/filtered
water is used to back flush the filters.The contaminants that are removed plus the water used for
backwashing, drains to one of two lagoons located on the premises. Once in the lagoon,the suspended
solids are allowed to settle to the bottom and the supernatant flows to the French Broad River. In
addition to backwashes, the contamination flushed out during wash ups and spill clean ups,filter
excursions that initiate the filter to waste sequence, leaks and the daily discharge of sludge that
accumulates in the sedimentation basins also contribute to sludge/waste generation. Once a year a
commercial firm is contracted to dredge, dewater and remove the sludge from the lagoon.The
liquid/solid waste that is removed is delivered to the local sewerage treatment plant for
processing/disposal.
