We would greatly appreciate any technical assistance that can be provided through your agency. Two problems that we have identified are, 2 of our 3 spray zones (zone 1 and 2) over the sand filter bed has water ponding which causes it to grow algae on our bed.We have met with a representative from Shamrock Environmental to discuss replacing the sand in our bed. I am new to being in the position of Director for Rockingham County Schools, but all the information I have been able to gather on this sand filter bed shows that the sand has not been changed in 25 plus years. It appears to be compacted and will not provide proper filtration any longer. It also seems the other spray zone (zone 3) may have a cracked pipe under the sand and will not properly pressurize and spray to spread out the waste evenly over the zone bed. The measures we have taken was to replace our circulating pumps and to check our program sequence for the operation PLC of the plant. We are working towards the solution to replace the sand in the filter bed and repair the cracked pipe at the same time to see if this will take care of the water ponding issues on the bed. This assessment is based upon the following facts: a review has been conducted of the Discharge Monitoring Report (DMR)submitted by Rockingham County Board of Education for the month of December 2022. This review has shown the subject facility to be in violation of the discharge limitations and/or monitoring requirements found in NPDES WW Permit No.NC0037001. The violations,which occurred in December 2022,are summarized in Attachment A to this letter. Based upon the above facts,I conclude as a matter of law that Rockingham County Board of Education violated the terms,conditions or requirements of NPDES WW Permit No.NC0037001 and G.S. 143-215.1(a)(6)in the manner and extent shown in Attachment A. In accordance with the maximums established by G.S. 143-215.6A(a)(2),a civil penalty may be assessed against any person who violates the terms, conditions or requirements of a permit required by G.S. 143-215.1(a).
