Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of
February. Upon review of the data, it was found that we were out of compliance for the
following Oxygen, dissolved daily minimum, weekly TSS, monthly TSS weekly BOD monthly
BOD. The DO was hindered from high flows in the Pigeon River basin. The back-up causes our
effluent line to back up to the cascade of chlorine contact basin reducing the DO. The BOD and
TSS deficiencies were due to high flows passing through our secondary clarifiers. This caused an
upset in the clarifiers and allowed solids to pass through. Should you need anything else in this
