Item three was discussed during our recent phone conversation. 1. Please find an updated cross section for the sewer crossing of Mill Pond Creek (StreambankProt -3). Rip -rap will be necessary for the stream crossings at 7, 9, 14, and 15. We believe that the new detail sheet meets the permit requirements. We have also included a new cross section (crossing with matting) showing the temporary impacts during construction of the smaller streams. This crossing is intended for all other crossings. 2. In order to be conservative, these impacts at the locations of existing culverts are shown as temporary impacts. During construction the sewer line utility may go under an existing culvert. However, there may be a temporary effect on the culvert or stream during this process if the culvert is damaged. It is possible that not all of these impacts will be needed. We would like to leave these potential temporary impacts in the PCN application. 3. Mud Creek crossing will be a directional bore under the stream. No temporary impacts should occur to Mud Creek. Please provide additional information so we can complete our review. 1. The Stream Crossing Detail provided on Figure 3.1 shows Class B Rip Rap from the typical high water depth to a minimum of 6- inches below the stream bed. The DWR considers this a permanent impact. Please update the impact tables on page 5 of the Pre - Construction Notification (PCN) form to reflect the proposed permanent impacts. Alternatively, please update the Stream Crossing Detail to illustrate a temporary impact (e.g., remove rip rap below the ordinary high water mark). Feel free to contact me for clarification on temporary and permanent impacts. Several of the listed stream impacts appear to occur under existing culverts as illustrated on the included impact maps. Please clarify if the proposed sewer line will be installed under existing culverts and if the impact lengths can be minimized. Please provide this additional information by June 18, 2015.
