HomeMy WebLinkAboutrobert-manka Comments200608075269 Received FERC OSEC 08/07/2006 08:23:00 PM Docket# P- 2503 -091 Comments on FERC Docket Number P- 2503 -091 I personally support the FOLKS position of leaving the 63 acre Warpath Landing Access Area in its current native state. Unfortunately, the proposed development has been approved by FERC without any airing of critical issues such as the financial viability of the project, and where the ultimate responsibility rests if it fails. These issues need to be aired to guard against inadequate project planning and the resulting impact on its success or failure, and to quantify the costs and benefits to taxpayers. Unanticipated adverse effects could be exposed and headed off, saving FERC and Duke Energy from harsh public criticism for mismanagement of their responsibilities. I request that FERC either withdraw its approval, or amend it to add conditions requiring the developer to submit comprehensive projections of all capital costs, operating costs, and revenues from all sources -- and to require formal project acceptance by both Duke Power and local government based on new public hearings. Such a submission and approval process would clearly lessen the risk of unrealistic expectations and avoidable mistakes and would place responsibility for the project planning and outcome locally, where it belongs.
