I have been in office and field meetings most of this week. I had someone else fill out the e-PCN — I see now that I should have reviewed it. We are proposing the permanent impacts that you listed below as S1 = 25 linear feet of embedded rip rap apron at the inlet of the culvert (required by the City of Charlotte) (temporary impact for the Corps — no loss of surface water), S2 = 89 linear feet for box culvert installation, and S3 = 56 linear feet of embedded rip rap apron at the outlet of the culvert (required by the City of Charlotte) (temporary impact for the Corps — no loss of surface water). We will pump around to dewater the work area during construction. See the attached typical we use for pump arounds. We will have 20 linear feet of temporary stream impact upstream and 20 linear feet of temporary stream impact downstream during the pump around. Please let me know if you need anything else. The plan sheets show the impacts, but all impacts were not presented in the PCN. Please confirm that you are proposing the following permanent impacts (linear feet) for the crossing: 89 for culvert; 25 for riprap at inlet; and, 56 for riprap at outlet. Also, there were no temporary impacts proposed for dewatering the stream (e.g., pump around) while constructing the culvert. Please provide data on any temporary impacts related to constructing the proposed crossing. The attached BMP Manual (Chp 5) provides details on dewatering a channel, etc. No need to resubmit a PCN as these clarifications can be resolved via email. Once these questions have been answered, and there are no other outstanding issues, I can proceed with drafting your 401 Certification and issue it - once the public notice period ends on May 27.
