If this is unclear, please let me know and we can discuss it further. The WQ certification requires that LD projects fill out the Attachment A to show clear documentation like this but the rest of Attachment A is designed mostly for Subdivisions so instead I'm just asking for documentation of what area you use for the calculation. The PCN document says "excluding existing impervious" but you can only do that if you exclude it for both parts of the calculation and that's not clear. It's also not clear what you are defining as the limits of the project, the road, just the courthouse, or undeveloped lots in the "government business park ". Thanks I also need to get verification from Tasha that she is going to issue this as a NW14 since it was previously permitted under a NW39.
