Dear Ms. Higgins:
This letter is to follow-up on the hydraulic oil spill to waters of the state previously reported
on November 8,2018, and as required by Individual Water Quality Certification Permit No.
20140957. Dominion Energy takes environmental compliance very seriously and
immediately notified the Division of Water Resources, Raleigh Regional Office upon
discovery of this hydraulic oil spill, and took immediate action to remedy this issue. The
discharge information and corrective actions are as follows:
11/8/2018 (Incident No. 201803324)—Spread 8—During the placement of a timber mat
travel lane through delineated wetland WHLH023E, a piece of equipment developed a leak
on a hydraulic fitting, resulting in an approximate 1 quart release of hydraulic oil within the
delineated wetland. Most of the fluid was released onto the timber mat travel lane; however
some hydraulic fluid was sprayed within the inundated wetland surface water creating a
sheen on top of the water. Upon discovery, the equipment was removed from the wetland, a
spill kit was deployed for containment(boom and absorbent diapers), and was left in place
until all fluid was absorbed and no sheen was present. To prevent any further release, the
equipment was removed from service until proper repairs were made.
