As discussed, after completing the initial review and review of additional information provided, I require additional information to complete the review. Please provide a response to the below items as soon as possible but within 30 days of receipt. Please note that the application will be considered "on hold" until a complete response is received. An email response is acceptable, provided it contains all of the requested information. In your March 14, 2023 response, you indicated the proposed driveway channel crossing will be used to access the parcel south of South Jim Minor Road, and that no residential developments are proposed or planned for the parcels. Please provide an overall site plan and/or a description of the intended use of the property and associated crossing (e.g., commercial, industrial, single-family residence, etc.). In your PCN Application Part D (3), you propose 49 linear feet of temporary stream impacts for "erosion control". Please provide a description (or plans/maps) of the erosion control measures that are proposed within the stream. In your PCN Application Part D (6), you propose 1,800 square feet (0.041 acre) of temporary Zone 2 buffer impact for installation of the driveway with no mitigation proposed. Per the Table of Uses in 15A NCAC 02B .0267, driveway impacts other than crossing of a stream or other surface waters subject to this Rule are "Allowable with Mitigation". Please identify and provide additional information for the specific Use within the Table of Uses under which the proposed impact is covered. If the identified Use is not "Exempt" or "Allowable", please provide a mitigation proposal for the buffer impacts. Please note that if the identified Use is "Exempt", a Buffer Authorization is not required and therefore the Division will not issue a Buffer Authorization Letter.
