Dear Mr. Johnson:
Ron Boone of the Winston-Salem Regional Office of the NC Division of Water Resources (DWR or
the Division) conducted a compliance evaluation inspection (CEI) of the RH Johnson Construction
Wastewater Treatment Plant (WWTP) on April 29, 2015. Because neither the plant nor the facilities it will
serve have been constructed yet, this inspection consisted of a telephone conversation with you to gather
the latest information on when the facilities will be constructed, as well as a simple file review.
During this telephone conversation, you verified that neither the plant nor the homes that will
discharge to it have been built and there is currently no indication of when they will be built. You also stated
that you are not planning to develop the property and build the plant yourself; you have the property on the
market and are simply maintaining the permit in active status for whoever does eventually purchase and
develop the property.
You are reminded that prior to building the plant you must acquire an Authorization to Construct
(AtC) permit from the Division. Also, you must designate an Operator in Responsible Charge (ORC) and
Backup ORC in accordance with NC Administrative Code 15A NCAC 08G, before any waste can be
introduced into the new plant. Finally, you must also notify this office at least 72 hours in advance of any
discharge from a new wastewater treatment plant to surface waters of the State, so that we can perform an
onsite inspection if required.
