The NPDES application indicated a SIC code of 4619 for Pipeline,Not Else Classified.
The best for the Colonial Pipeline would be SIC code 4613 for Refined Petroleum
Pipelines. There is not a total toxicity number given for 4613. Page 41 of Attachment B3
gives the SIC code of 4612 for Crude Petroleum Pipelines which has the total toxicity
number of 8. Petroleum Bulk Stations &Terminals SIC 5171 is also given a total toxicity
number of 8. Petroleum Bulk Stations &Terminals store refined petroleum. Considering
these similar SIC codes, a total toxicity number of 8 will be used to rate the Colonial
Pipeline groundwater remediation system. It should also be noted that chlorinated solvents
are present at the spill site. The SIC code 2869 for industrial organic chemicals,not
elsewhere classified, is given a total toxicity of 9 (commodity&bulk)and 10 (organic
pesticide chemicals mfg). The manufacture of the many of the solvents present are listed
under SIC code 2869. There are no SIC codes for the transportation of chlorinated
solvents. Petroleum refining SIC code 2911 is given total toxicity number of 9.
The toxicity group was checked with code 8 giving 40 points.
