Salisbury St., Suite 942-E Raleigh, NC 27604 WO-WAMIIE9OURM 401 & BUFFER PERMrMNO Re: 401 Water Quality Certification Monitoring Plan - Shinn Creek Estates Dear Paul: As requested by DWR, enclosed is Shinn Creek Estates proposed project monitoring plan which includes a detailed outline of measures Shinn Creek Estates will take to meet both DWR's and USACE/NMFS's desired project monitoring for Certification No. WQC004925. We worked closely with our consultants Steve Morrison and Greg Finch at Davey Resource Group to ensure a comprehensive and targeted approach to meet the requirements set out in DWR's June 9th letter (DWR #20181699v2). We hope this plan meets your satisfaction and we can receive an expedited approval on our project from DWR. We began our process for approval in 2016 and therefore have not completed any maintenance dredging in our channel since our last maintenance in 2013. This 9 year time frame has led to significant buildup that has greatly limited our water access over the years. With your final approval, we wish to begin our project this Fall after the moratorium with Pre -construction baseline monitoring performed this August to match up best with previous Water Quality testing completed August 2018. We are available for any discussions regarding our proposed monitoring plan upon your request. We greatly appreciate your consideration of both our monitoring plan and our urgency to commence this project. Sincerely, Ben Stephenson Shinn Creek HOA Project Lead Cc: Richard E.
