A. Description of Process:
The Town of Hertford wastewater collection system is gravity flowed to 19 lift stations then
through force mains to the Wastewater Treatment Plant.
The town also treats the wastewater from the Town of Winfall. That wastewater flows
by gravity to six pumping stations then through a force main to the treatment plant.
The treatment facility is a 0.700 MGD oxidation ditch activated sludge process. The facility
combines physical processes with biological processes to treat the wastewater. These include
automatic screens to remove trash and grit and activated sludge oxidation ditches to remove
biodegradable solids and reduce the ammonia concentration. The plant also has two secondary
clarifiers to remove solids to be returned into the plant or to be disposed of. There is an aerobic
digester to treat the solids removed and a storage tank to hold them until they can be hauled to
permitted fields. Then the water passes through tertiary disc filters which treat the effluent to a
high quality. Chlorine is added to disinfect the water, and then sulfur dioxide is added to remove
the chlorine. The treated water is then sent to the Perquimans River. The facility produces a
high -quality effluent to help protect the environment.
II. Performance Summary:
A. A. Collections System:
The collections system had two reportable spills this year.
• Brace Avenue January
• Edenton Road Street March
B. Treatment Facility:
The treatment facility had one Notice of Violation (NOV) for inoperable equipment and one
Notice of Deficiency (NOD) for pH.
➢ In November an NOV was issued for violations involving inoperable equipment.
➢ In September an NOD was issued for effluent pH
All of these incidents and violations were reported to the appropriate agencies in accordance with state
regulations.
