General Information Facility/System Name: City of Washington WWTP/System Responsible Entity: City of Washington Persons in Charge/Contact: Lonnie Woolard/Michael Mitchell Applicable Permits: NC0020648 / NC0081191 / WQ0019179 WQ0001026 / WQCS00087 Description of Treatment Process and Collection System: Wastewater Treatment Plant — 3.65 MGD WWTP consisting of influent metering, mechanical bar screens, automatic aerated grit chamber, splitter box, aeration basin, two activated sludge oxidation ditches, four secondary clarifiers with scum removal and pumped return sludge, five tertiary deep bed denitrification sand filters with methanol storage and feed system, dual parallel chlorine contact chambers with flow paced liquid sodium hypochlorite feed, sodium bisulfite dechlorination system, post aeration, lime storage tower and dual lime injection vaults, caustic soda and alum feed system, four concrete sludge thickening lagoons, sludge recirculation pump station, effluent pump station, discharge into Tar River and water reuse system. Collection System — Collection system consists of 74.35 miles of gravity sewer mains from 6" to 24" in diameter and 27.0 miles of force mains with 5208 service connections. II. Performance Permit Violations / Environmental Regulations: October 12, 2022 — At the WWTP an estimated 200 gallons of wastewater spilled with approximately 30 gallons entering the stormwater catch basin that drains into Kennedy Creek. This spill was a result of the on -duty WWTP operator opening the decant causing the decant valve to overrun. The catch basin was diked, the area was limed and sand was dispersed over the affected area. No known environmental impacts occurred as a result of the spill. III. Notification A statement will be printed on the March 2023 utility bill mailed to City sewer users stating where to get a copy of the Wastewater Performance Annual Report. The report will also be posted on the City of Washington's website. Utility bill notice for March 2023 bills: Copies of Washington's Wastewater Performance Report for 2022 are available on the City's website or by calling 252-975-9310. IV. Certification I Certify under penalty of law that this report is complete and accurate to the best of my knowledge. I further certify that this report has been made available to the users or customers of the named system and that those users have been notified of its availability. Lonnie Woolard Water Resources Superintendent City of Washington Michael Mitchell Water & Sewer Supervisor City of Washington Date v?-o?-.2-3 Date Wastewater Collection Report During 2022 the Wastewater Collection Division responded to the following complaint calls: 153 — Sewer tap stoppages 12 — Mainline stoppage 113 — Customer sewer complaint calls 266 - Total sewer complaint calls The City of Washington Wastewater Collection Division provides routine sewer maintenance. We routinely clean sewers as a preventive step to reduce the number of stoppages. In 2022, we performed routine maintenance on 179 sewer taps. We cleaned and flushed a total of 7.4 miles of sewer mains and installed 1 cleanout on taps. The Wastewater Collection Division made 18 repairs to the sewer system in 2022. These repairs range from cleanouts to mainline repairs. The Wastewater Collection Division inspected the outfall line right of way twice and mowed the outfall line during 2022. The Division also inspected all high -priority lines monthly during 2022.
