USEPA, Region 4 approved the request for the Neuse River Resource Recovery
Laboratory (Certification #51) to utilize the IDEXX Colilert 18 procedure for fecal coliform
in 2016. IDEXX Colilert 18 has been used for NPDES permits and Reclaimed Water
permits for Raleigh Water since November 2016. Please see attached documentation.

Hello Elizabeth,
Per the Alternate Test Procedure process and the acceptance of IDEXX's Colilert 18 procedure for enumeration of fecal
coliforms for use in quantitation of these parameters for NPDES wastewater compliance samples, USEPA, Region 4 is
granting use of these procedures by the City of Raleigh, located in Raleigh, North Carolina. As noted, you have agreed to
follow all the requirements set forth in the above Method and EPA. Also, this approval only applies to the facilities listed
in your request for application.
Note that if you are using these procedures to provide results to any other NPDES compliant facility for use with DMR
reports or other State/Federal reporting events, you should provide a copy of this request and approval for their files. It
should also be noted that if a facility chooses to use another laboratory which utilizes these procedures they must obtain
an acceptance letter from that laboratory before data is reported.

This email is to request approval for the City of Raleigh Neuse River WWTP Laboratory to pursue certification in IDEXX
Colilert 18/Quanti-Tray fecal coliform testing in wastewater samples. Please see the attached letter request and let us
know if you need any more information. I had sent the letter through email on July 8 to Ray Terhune and then was
notified of his retirement.
We would also like to inquire about the method's use for biosolids monitoring and the associated groundwater
monitoring wells. Is it possible to seek approval in this method for these types of samples? If so, what are the proper
steps?
