Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The site is located on a dirt road, in a rural area of Fender County, where residential is the main land use. The property is bordered by residential, to the north and south, Heron Cove Road, to the west, and Topsail Sound, to the east. While the site abuts a tidal water, no part of the project is located within the Division of Coastal Management's area of environmental concern (AEC), which is the 75' Estuarine Shoreline AEC. The site is mostly wooded except for those areas where the driveway and house are to be positioned. These areas have been bush hogged for surveying purposes. A Headwater Forest wetland bisects the buildable area of the lot from the front, where access is located (see attached JD Packet and Site Plan). 4b. Explain the purpose of the proposed project: The purpose of this project is to construct a driveway, which is necessary to access the buildable area of the lot and where a single family dwelling is to be constructed. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project will entail removing all vegetation, including root mat, from approximately 2090 SF (0.048 AC) of Section 404 wetlands, before installing 2 - 10" x 20' reenforced plastic connector pipe and backfilling with clean earthen soil, which will be topped with either rock or crush and run. The fill slope will be maintained at 2:1, which should withstand erosion. The width of the travel lane will be 12 feet. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Prior to designing the project, the Applicant had the wetlands delineated. Once it was determined that wetlands bisected the access point from the buildable area of the lot, the driveway was positioned in such a way to cross the wetland at it's narrowest point and as close to perpendicular as possible. Furthermore, the Applicant limited the width of the driveway to 12' or enough for a single car to use, as opposed to 20', which would allow two cars to pass. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Prior to undertaking land disturbing activities, the Applicant will install silt fence along the proposed wetland impact line.
