9. Narrative Dcscrintio~z:
The Hogans Landing Home Owners Association common property is located at the terminus of
Hogans Road in Onslow County. The project site is found by traveling from Morehead City on
Hwy. 24 to the Town of Swansboro. In Swansboro, take a left on Queens Creek Road. At the
end of Queens Creek road, turn right on Sandridge road, then take an immediate left on Hogans
Road. The project site is at the end of Hogans road.
The subject property is one vacant parcel totaling .83 acres. The elevation of the lot is
approximately 3' above Normal High Water. Highground vegetation consists of yard grass
on the uplands and the property is bordered by 131ack Needle Rush (Juncus roemerianus),
above the NHW that transitions to Smooth Cordgrass (Spartina alterniflora). The waterbody
at this location is the federally maintained AIWW, is 500' wide and the substrate is silty
sandy. The shoreline has a total length along the NHW line of 36 feet. The adjacent
property to the east is a single family home and the Hogans Landing subdivision is located
immediately to the west. There is a docking facility on the adjacent property to the east
approximately 600' from the proposed docking facility. The water depths at this location
average six feet. After reviewing aerial photography, it appears that no SAV exist in the area.
The Division of Water Quality classifies this area as SA-ORW waters. This area is not a
Primary Nursery Area. This portion of the AIWW is open to the taking of shellfish and no
visible shellfish were observed. Onslow County Land Use Plan classifies this area as Limited
Transition and Conservation within the ACC's. The substrate composition at the project site
is silty sand.
The applicant is proposing to construct a 10-slip docking facility for the Hogans Landing
Subdivision. The applicant is also proposing to construct 36' of vinyl retaining wall
approximately SO' landward the Normal High Water level.
10. Proiect Description:
The applicant is proposing to construct 36' of vinyl retaining wall SO' landward of the normal
water level. The retaining wall will be backfilled to allow pedestrians to access the dock at the
bulkhead level. The area to be backfilled will measure 90' x 36'.
There is a 10-slip docking facility proposed on the AIWW that will be accessed from
highground at the proposed retaining wall. The access pier will measure 71S' x 6' and cross a
section of Junmultiple sections of Smooth Cordgrass (~artina alterniflora) shading 1800
square feet of coastal wetlands. The water depth at the location of the proposed 10-slip
facility is -3.5 to -6 feet at normal low water. The structure as proposed will have (S) 10'
long finger piers that are 2.7' at the closest point to the dock and taper to one foot and 6
mooring pilings. The docking facility will have an 8S' x 6' "L"-Head. The 10-slip facility
will shade 2710 sq. ft. of open water and usurp 3610 square feet of Public Trust Waters.
There is no dredging proposed. The 10-slip facility will extend 8S' into the waterbody,
terminating 80' from the near edge of the AIWW, which is approximately S00 feet across at

this location. The docking facility will cross the riparian line oil the adjacent lot to the west.

to allow the platform size.
11. Anticipated Impacts:
This proposed dock would result in 3,610ft2 of open water incorporated while shading 2,710ft2
of open water. There will be 1800 square feet of marsh shading. The docking facility will
provide docking for 10 boats. An increase in turbidity will occur while setting pilings. There
should be no hazard to navigation resulting from this project, as the docking facility adheres to
the 80' setback from the AIWW as required by the Army Corps of Engineers. 'There is 580 sq.
ft of platform proposed on a combined shoreline of 156' (Access lot and lot 21). No coastal
marsh would be filled or excavated during this project. There will be 3240 square feet of
ground disturbance from the installation of the retaining wall.

The proposed pier will provide water access for residents and property owners in the Hogan's Landing Subdivision and will
function as a day dock. The 10 slips will be sold and deeded to property owners within the subdivision. The retaining wall will
allow the filling of low areas of the water access easement.

of equipment and where it is to be stored.
Pier pilings to be installed from barge where water depths allow. The remaining pilings will be installed by hand and jet
pumping. The retaining wall to be installed from landward side by backhoe or similar equipment. Barge will be stored on
waterway and backhoe and pump will be stored on upland portion of site.

PROJECT DESCRIPTION

Hogan's Landing Owners Association, Inc. proposes to construct a 10-slip dock on the
water access easement located in the Hogan's Landing subdivision. Also included is
installation of a vinyl (wood capped) retaining wall and related fill material on the
easement.
The pier will provide water access for residents and property owners of the subdivision
by serving as a day dock. Remaining slips will be sold and deeded to individual property
owners of the subdivision. The pier will measure 715' from the retaining wall to its
outerniost extent.
A platform measuring 85'x 6' will extend into the riparian corridor of lot # 21, adjacent
to the water access easement. The owners of lot # 21 have prepared a deed restriction
allowing construction of the platform and assigning their riparian rights to the Owners
Association. The owners of Lot # 21 have agreed to record the attached deed restriction
provided applicable permits to construct the Owners Association pier are issued.
The pier will be constructed at least 5' above normal high water. The height will allow
the passage of kayaks through existing canals underneath the pier.
The purpose of the retaining wall is to contine the proposed placement of till material on
low areas of the water access easement. The retaining wall and approximately 235 cubic
yards of till will be placed behind the wetland line on the waterfront easement.
