TATA SECRGTARY The NCDOT is requesting the issuance of a General Permit # 48 for the purposes of protecting and preventing further dainage along a portion of NC 12 in the Town of Kitty Hawk. On the weekend of May 2, 2015 a coastal storm event took place along the Outer Banks. High winds and surf along with elevated tide cycles caused coastal storin erosion, which severely affected a portion of NC 12 along an 800 foot area around the intersection of SR 1260 and NC 12, across from the Black Pelican Restaurant in Kitty Hawk. The storm washed away the pr•otective dune, road bed and north bound lane. NCDOT was forced to close this section of the road until the storm subsided and temporary repair•s could be made. Following the passing of the storm, NCDOT made the necessary temporary repairs and was able to reopen NC 12. lluring the temporary repair process, in consideration of time constraints, NCDOT elected to leave the storm damaged asphalt in place, along the road shoulder. "I'his damaged asphalt will be completely removed during the proposed sandbag installation and dune/berm construction. Our current proposal with the issuance of the permit will involve the placement of 500 feet of protective sandbags within the most damaged roadbed area. The sandbags will be placed parallel to the road bed and directly adjacent to the paved surface. The sandbag arrangement will follow the provided perinit drawings, resulting in a base width of 15 feet and a stacked height of 6 feet. In order to align the sandbags directly adjacent to the roadway, NCDOT proposes to utilize teinporary sheet pile placement, as part of the construction method. The sheet pile will be inserted adjacent to the roadway surface in oz•der to retain the roadbed, while the sandbags are laid in their position. Once the sandbags are installed, the sheet pile will be immediately removed. The use of the sheet pile in the construction method allows NCDOT to align the sandbags closer to the threatened roadway, fiirther landward from the Mean High Water mark. Sand used to fill the sandbags will come from the swash zone within the project area. NCDOT plans to use approximately 300 sandbags, which will require an estimated 1,668 cubic yards of fill material. Once the sandbags are in place a dune/berm will be placed over the bags recreating the road shoulder and protective dune adjacent to NC 12. This will extend approximately 600 feet and tie into the existing north and south dune alignment. The protective dune/berm will follow the profile provided on the permit drawings and stay 113 Airpot-t Drive, Suite 100, F,denton, NC 27932, Phone (252)-482-1850, Fax (252)-482-8722 above the Mean High Water mark. Sand for the dune/berm construction will come from an upland source and have beach quality characteristics. Landowners adjacent to the proposed project were attempted to be reached by phone on May 15, 2015. NCDOT has also sent notices out by certified mail to the adjacent landowners, which include permit drawings and copy of the permit application. As shown on the permit drawings, the sandbag alignment is located within NCDOT existing NC 12 right-of-way. NCDOT proposes to let this project for contract, as soon as the necessary permits are acquired from the regulatory agencies, therefore, we will be working with the active Sea Turtle nesting season. NCDOT will commit to surveying the beach within the project area every morning prior to any work taking place along the beach. If any sea turtle tracks are observed NCDOT will stop work immediately and coordinate with the NC WRC and USFWS. A log book will be kept to record each days survey efforts and information. NCDOT has coordinated with the USFWS regarding protected species and that information will be forwarded to your office, once it is received from USFWS. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: NC 12 runs parallel to the Atlantic Ocean along the shoreline with public beach on the east and mixed commercial / residential development to the west. The beach front is highly eroded with damaged dune system. NC 12 has been temporarily restored to carry traffic, but is currently very vulnerable to coastal storm erosion. 3b. Explain the purpose of the proposed project: Protect NC 12 from further coastal storm damage along this 500 foot section of the roadway, for the purpose of maintaining a public transportation system in Kitty Hawk, Dare County. 3e. Describe the overall project in detail, including the type of equipment to be used: The sandbag project will follow the following sandbag installation design and technique. The bags will be placed in accordance with the provided permit drawings, placed to create a 15 foot base width and stacked to reach 6 feet in height. These bags will be placed directly adjacent to the NC 12 road surface, but remain above the USACOE Mean High Water Mark. The proposed sandbag coverage along the damaged section of NC 12, totals 500 feet parallel to the roadway. In order to place the bags adjacent to the road surface, as part of the construction methodolgy NCDOT proposes to utilize temporary sheetpile placement directly abuting the asphalt roadway surface. This will retain the road bed material during installation and prevent loss of the roadway during sandbag placement. Without the use of the temporary sheet pile, NCDOT would likely be required to shift the sandbag alignment oceanward to prevent loss of the road bed during construction. The temporary sheet pile will be completely removed immediatley following the installation of sandbags. To fill the sandbags NCDOT proposes to utilize available sand from the swash zone, within the project limits. Sand will be dredged through an excavator/dredge suction head operation. The total volume of sand required is approximately 1,668 cubic yards, which will fill an estimated 300 sandbags. Once the sandbag arrangement is in place, NCDOT proposes to rebuild the washed out dune/berm across the alignment of the sandbags. The reconstructed dune/berm will tie into the existing dun on the north and south, and run for a distance of approximately 600 feet. Dune/berm sand will come from an upland source and be consistent with beach quality sand. Equipment used during this project will likely consist of an excavator, bulldozer, dump truck and work vehicles. Equipment will be staged along the NC 12 roadway and adjacent NCDOT right-ot-way. 4. NCDOT is proposing to place 500 feet of sandbags along a portion of NC 12 in Kitty Hawk. This is to protect a damaged section of the roadway, which was the result of a coastal storm that occuired on the weekend of May ?_, 2015. Due to the existing eroded beacli face conditions on site (provide photographs), the nesting and foraging habitat for protected sea turtles and shore birds is poor. The project area is very narrow and extends for a total parallel dista»ce of approximately �800 feet to NC 12. All wot•k associated with the installation of the sandbags will occur during the daylight houis. Considering the limited scope of work area, existing poor habitat conditions, restriction to daylight hour wark, and daily on-site nesting suivey commitment, it is my opinion that proposed project justifies a biological conclusion of "May Effect, Not Likely to Adversely Affect", for protected sea turtles, Piping Plover and the Red Knot. The project proposes to begin the work within the next few weeks and be complete as soon as possible. NCDOT will conduct a turtle crawl survey within the project area each �not-ning, prior to any work taking place. If any turtle crawl is obseived NCDOT will stop work and consult with the NCWRC and USFWS prior to any further work taking place. NCDOT is in the process of acquiring permits froin the NCDCM, USACOE and NCDWQ for the proposed emergency sandbag project. If you could please review the attached plans and project area map.
