NCDOT Division 14. Federal Project No. STP-28(1), State Project No. 8.1970801. Reference: NCDOT Permit Application dated September 10, 2007. Dear Sir: Please reference previous application along with the attached revised drawings. Since the submittal of the permit application, clarification of sites on the project have been requested from NCDWQ. Modifications to the permit drawings for Sites 1 and 3 have occurred to address concerns with the construction of these sites. Permanent Impacts Site 1 (28+ OS-L-Rt) Due to re-evaluation of the removal of the attached 18-inch pipe connected to the junction box, NCDOT will remove only 37-feet of the existing 18-inch pipe at this time, to accommodate the new, longer 64-inch metal arch pipe. The new 64-inch pipe will be connected to the 18-inch pipe at a junction box. Hydraulic information concerning the junction box is contained on Sheet 7 of the plan drawings. No additional impacts will occur due to the revision of this site. Due to time constraints, NCDOT will remove the junction box and the remaining 18-inch pipe and restore the stream using natural stream design techniques at a later date. NCDOT will propose to use mitigation credit from this site for the B section, which is a separate permit application. Revised drawings of this site show the new pipe being buried at least 12-inches below the stream bottom (Sheet 13). This will allow natural stream bottom materials to become established following installation and provide aquatic passage during periods of low flow. Because of the slope of the new pipe (<6%), a dissipater pad will be installed on the downstream side of the pipe (Sheet 11). The addition of the dissipater pad will cause an increase of 24 feet of permanent impacts to this site. Permanent impacts at this Site 3 will increase to 124 feet. Permanent impacts for the entire project will increase to a total of 167 feet (See Permit Drawings Sheet 3). Miti ation The Ecosystem Enhancement Program will provide mitigation for 167 feet of permanent impacts (acceptance letter pending). Thank you for your assistance with this project.
