Rentals.LLC) site, Hurt lot has one single - family residence, Hampton Downs of Youngsville, LLC property is
undeveloped

Hampton Downs of Youngsville, LLC proposes to build 120 duplex residential dwelling units (60 buildings) on
16 36 acres of a 21.38 acre tract between Wolfpack Lane and Park Avenue (Hwy 1 -A) in Youngsville NC As a
part of the project, the developers would like to solve some maintenance issues related to an existing 24" HDPE
drainage pipe that conveys runoff from the adjacent Hampton Village Apartments Drainage from the pipe has
created a severe erosion problem that is undermining the pipe outlet The runoff from the pipe subsequently
enters the buffered stream on the northeast side of the duplex project site The developers would also like to
regrade an old sediment basin that was never removed after the apartments were constructed. Repairing both of
these problems will require regrading the streambanks within the buffer as shown on the attached plans. Grading
will take place above the ordinary high water mark
The duplex development is proposing to utilize a wet detention basin that is designed to remove 90% total
suspended solids. The second buffer impact is the construction of the outlet pipe from the detention basin
through the buffer The pipe outlet will also be located above the ordinary high water mark.
No heavy equipment will be used in the buffer The contractor will be required to use a lightweight long -arm
excavator such as the Bobcat 331 Compact Excavator with a long -arm option or a walk behind mini track loader
such as the Bobcat MT52 Fine grading in the buffer will be done by hand
