I conducted a review of informatian pxovided by ECS Caralinas, LLP (ECSj
regarding the presence/absence of waters andlar weilands of the US and federally listed
species on the �orrowlwaste sites related to DOT Pro�ect U-2525B. The repart references
a site located at 144� Rankin Mi�l Rd near McLeansville, Guil�ord Caunty, Na�th
Carolina. The site is an approximately 17 acre tract. It contains primarily undeveloped
woaded land witYt portions of dense understory vegetatinn. A pond and Na�th Buffalo
Creek are located to the south of ihe subject site. A visit was made to the site on May 13,
2415 with Kevin Woodard and Brian Smith of NCDOT. I am in agreement with the
findings submitted by ECS Carolinas, LLP which describes no jurisdictional streams or
wetlands within SO feet of the borrow/waste site and na US and Federally Listed species
within the project area. Conditions in the report state #hat the p�•oject will consist of
borrowing material from higher eleva#ions within the site. A portion oithe project area
appears to be within �00 ft of nearby surface waters. Any borrowing activity within 40d ft
of surface waters or wetlands shail nat exceed elevatian depths below stream banks,
wetiands, or other surface waters so as not to disturb the water table or groundwa#er
existing conditions. The existing water tabte is not to be impacted bq the proposed
project. If borrowing acti�vities require additional material within 400 f�et o�surface
waters ar wetlands, the strean� bank elevaiion andlar th� seasonally high water table will
need to be deteimined priar to expansion of ihe horrow pit within 400 fee� of the surface
watei•s. Also, it is recommended that all practicable measures be taken to avoid adverse
impacts to aquatic species, including implementing stringent sediment and erosian
control measUres. All work should be performed according �a the submitted plans and

determinafionlendangered spec[es survey far th� site iocated on 1�40 Rankin MiU Road,
McLeansville, Guilford Cat��ty, North Carolina. This report summarizes our find�ngs for the site.
Background
ECS was cantract�d to determ�ne if waters of the U.S. (including wetiands} ar �ndanger�d
species are present on the site focated at 144Q RanEcin Mil� Road, Guilford County, North Carolina
(Figur� 1). The site contains �rimari[y undevelaped wooded land with portians of dense
understory vegetafion. A pond and No�th Buffa�o Creek are lacated to ihe south of the subject
site.
W�t�ands are defined by the U.S. Army Corps bf �r�gineers and fhe United Sfates
En�ironmental Proteetion Agency as "t�tose areas tha� are inur��fated or saturated by surface or
grounr�wafer at a frequency and duration sufficient to suppoit, and under normal circumstances,
do support a prevalence o# �egetation fypically adapfed for life in saturated soil conditions." in
order for an area to be class�fied as wefland, hydrophytic vegetafion, hydric soils, and weflanc�
hydralagy indieaiors must be present,
Literature Review
We hav� reviewed the USGS Topographic Ma� and fhe Soil Survey of Guiiford County for the
sife.
o Tl�e USGS Topograp�ic fVlap (�igure 1) depicts Norti� Bu�falo Creek located ta the sauth of
the subj�ct site. Other' surface waters or wetlands aa�e nat depic#ed on the site. Elevations on
fhe sife �-anga befween approximataiy 720 and 700 feet a�ove mean sea level. Su�face
drainage on th� site is primarily fo the so�th towards Nort� Buffalo Cree�C.

e The Soi! Survey of Guilford Couniy {Figure 3) depicts fF�ree primary soil iypes on the subject
sife. Cecil sandy loam (CcB} was id�ntified onsita This sail type is typically well c�rained witi� 2
to 6% sbpes. The site also contains Enan �ne sandy loam (EnB, and EnC). The �nan series
consists of well drained soils with a refatively flat ta slight s�ope. Enon fine san�y �aam (EnB) is
included on the Hydric Soils List for Guilfard Caunfy.
Site Reconnaissance
ECS persannel conducted the site visit on September 9, 2414. The site cantains und�veloped,
wooded land.
During our reconnaissance, we observed the sife far evid�nce of stream channeEs, wetlands
and pnnds, Ti�are are no streams, ponds or wetlands located in the �roposed borrow site. The
soils are 6right and well drai�ed. Ther� is no evidence of graun�v�rater discharge in the
proposed borrow site. Norfh Buffalo Creek is adjacenf ta th� southern site 6oun�ary, and is
cfosest to the southwest and southeast cor�ers.
We also observad adjoining �roperfies during our site reconnaissance. Ad�oining �roperties
cantain resid�ntial developme�t and undeveloped, woodec� land.
A catch basin, erosion control fencing and soil berms will be used #o prevent impacts to aff-site
sfreams, ponc�s and vueffands. Based on our observafinns, th� proposed praject wi[I not impact
off-sife sfreams, �onds ar wetlands.
�ndanqer�d Species Surv�
W� have re�iew�d the North Caroiina Natural Heritage P�'ogram list for federally listed
fhreatened and enc�angered species that F�ave bee� identified an tt�e McCfeansville Quadrangle
(the Quadrangfe fhat contains fhe site).
ECS cantact�d fhe United States Fish and Wildfife Service (USFWS) fo request infarmation
pertaining ta threatened and en�angered species for the si#e. A respanse was recei�ed on
September 6, 201� from the US�WS that ind�cating fhat the propos�d action would not fike[y
adversely affect federally-�isted e�dangered or threafened species. During the initial site �isit,
�CS completed a review of �ofentia! E�abitat areas far sma[I whorled pagonia (Isotria
medeoloides}, which is listed ta occur in Guilford County. Mid-successional vegefation
dominates the property, with the excepfion of the souiheastern corner wi�ich contains ia�e-
successional �egetaf[on. No individuals of sma[I whorled pagania where identif[ed in this area,
hawever, ECS wouid like to nofe fhaf ihis site �isit was completed o�t#side fhe survey window for
sr�all whoriad pogonia, which is mid-May through early Ju�y.
Based on our review of the Natural Heritage Program list, fhe USFWS threatened and
endangered spec�es lis�, and our knowledge o� the subject site, the proposed project is nat
liEcely to adversely affact federaliy protected species ar areas that niay be conside�-ed potential
habitat far federafly protected spacies.

Stafe H�storic Preservatian Office SHPO
�CS Carolinas, LLP submitted a request to SHPO on September 26, 2p1� to determine if fhey
ar� aware of histaric resaurces #haf eauld be affected by fhe proj�ct. According to tf�e SHPO
response dated Septembar 26, 2014, tf�e SHPO has no comment on #he proposed projecf.
Watershed C[assificationlBuffer Requirements
No strearns are located on the subject site; howe�er a�ond and Nor�h Buffalo Creek are
�ocated to fhe south of fhe subject site. Aceording to the North Carolina DivESion of Water
Qualify, Nor#h Buffaio Creelc is locafe� [n th�: Cape Fear Watershed in an area that Ftas been
designa#ed as Class WS — IV waters. T�e site occurs wifhin f�e Jordan Lake Watershed,
surface waters adjacent ta the site are suh�ect to a 50 foot vegetafi�e buffer. A meeting with the
NC Division of Water Resources is recommended to confirm surface waters subjeck to fhis
l�uffer.
Water Table
The �roject will consist af borrowing materia! from higher efevations within t�e sife. There wili �e
no dewatering, mining or exca�ating below the seasonal high water tabfe or nearby streams ar
wetlands. The existing water table will not be impacfed by the praposed project. If borrowing
activities require ad�ifional material with[n �OQ fse� of surface waters, the sfream banlc elevafion
andlor the seasonally high water table will need to be determined �rior to expansion of the
borrow pit within 400' o� fhe on-site stream.
Reclamation Plan
The proposed project wiEl consist af borrowi�g material for a nearby NCDC}T proj�c�. The
prnposed site will be accessed from Rankin Mil! Road, west of the sif�. The haul road will
consist of a gravei drive, which provides access to the prop�:rfy frorr� the west. Removal of
�egetafion will be required for use of th� si#e as a propased waste pit. Sedimant and �rosion
can#ral measures will be impl�m�:nted prior to borrowing activifi�s. Fo��owing borrowing
activities, erosion confrol measures will be a�andoned in accordance with the NCDOT
standards ar�c{ slopes will be stabifized with NCDOT ap�ro�ed seeding and mufching on a 2:1 or
flatter slope. A copy of fhe reclamafion plan is affached to this report. The reclamation pfan has
been designeci in accordance with NCDOT requirements.
Recommendatians
The sife is proposed for use as a borraw pit. Based on the findings of this sfuciy, it is our
opinion that the project will not impact streams, wetlands or federaliy iist�d endangered or
threatened specieslassociated habitat. Best management practices, i�cluding the co�strucfion
of catch basir�s and the use of erosion control fencing, wili be used ta prevent sediment fram
r�nning off fhe site and impacting off-sita streams and weilands.
