Dear Ms. Quinn,
On April 26, 2023, Curtis Tyree from the Raleigh Regional Office visited your single-family
residence (SFR) wastewater treatment system to evaluate compliance with the subject Non -
Discharge Permit WQ0002125. Your assistance during the inspection was greatly appreciated.
Our records indicate the treatment system consists of; a 1,200 gallon baffled septic tank; a
distribution box; a 150 square foot (ft2) sub- surface sand filter; a tablet chlorinator; multiple
storage tanks with a 2,400 gallon capacity; an irrigation pump station with a 23.5 gallon per
minute (GPM) pump; a 0.34 acre spray irrigation area; and all associated piping, valves, controls,
and appurtenances.
Non -Discharge Permit WQ0002125 authorizes the continued operation up to 450 gallons per day
(gpd). The authorized irrigation is in accordance with the effluent limits and monitoring
requirements established within the non -discharge permit. The items below show what
conditions were noted at your facility:
Findings during the inspection were as follows:
I. Treatment system operation: The wastewater treatment system shall be
effectively maintained and operated at all times so there is no discharge to
surface waters, nor any contravention of groundwater or surface water

standards. At the time of this inspection, the facility appears to be effectively
maintained. There were no signs of runoff or ponding in the irrigation field. Ms.
Quinn informed me that her brother checks the system on a regular basis.
2. Pumping the septic tank: You are required to inspect the septic tank at least
once a year to determine if solids must be removed or if other maintenance is
necessary. Septic tanks should be pumped out everyfive years or when the
solids level is found to be more than 113 of the liquid depth in the septic tank
compartment, whichever is greater. A pumping company can check the status
periodically and determine when pumping is required. Ms. Quinn informed me
that her brother checks her septic tank at least once a year, she also informed me
that the sludge in the septic tank was less than half of the water depth when he
checked it in June of 2022 and that McFarland septic Tank Service Pumped the
tank out in 2019.
3. Chlorine tablets in the chlorinator; The permittee is to inspect the tablet
chlorinator weekly to insure there is an adequate supply of chlorine tablets for
continuous and proper operation. At the time of the inspection, the chlorinator
had an adequate amount of chlorine tablets, and the correct type of chlorine
tablets were being used. Ms. Quinn's brother checks the chlorinator once per
week.
4. Proper Operation and maintenance: The system shall be inspected monthly to
make certain of the proper operation of the spray heads, that the system is free
of leaks, that the vegetative growth allows a proper spray pattern, that the soil is
assimilating the disposed treated wastewater with no surface run off, and that
no objectional odors are being generated. Any visible signs of a malfunctioning
system shall be documented, and steps taken to correct the problem. On the day
of this inspection, the spray field appeared to be assimilating the waste and no
ponding/runoff was observed. The pumps and audible/visual alarms were working
properly and the spray nozzles were spraying evenly. The system appeared to be
well maintained.
5. Field conditions: Public access to the irrigation sites and wastewater treatment
facilities shall be prohibited. Fencing shall be provided to prevent access to the
irrigation site. The irrigation field was well maintained, and no leaks or broken
lines were found. The fencing was more than adequate, and the system was in
good shape.

Non -discharge Permit WQ0002125 requires the permittee pay the annual fee within 30 days after
being billed by the division, and that the permittee must apply for a permit renewal 180 days
prior to the expiration of the permit. Ms. Quinn stated that she has paid her fee for this year but
has not submitted her renewal paperwork at this time. I gave her a copy of the renewal form
and she assured me that she would submit it soon. I am going to email her a link to suppliers
of irrigation sprinkler heads to replace a couple of sprinklers that are showing signs of wear.
Please continue to periodically inspect the wastewater treatment facility in accordance with your
Operation and Maintenance agreement to ensure the treatment components are always
maintained and in good operating order. You are also reminded to maintain associated
maintenance records (permit required inspection log) onsite for a minimum of five years and
available for inspection.
