Suite 300 Winston Salem, NC 27105 RE: Collection System Permit No.: WQCS00195 Tracking No.: DV-2022-0019, Randolph County To Whom it May Concern: APR 11 2022 Winston-Salem Regional Office Town Clerk/Finance Officer Carol Akers Deputy Clerk/Finance Officer Adrienne Hagood This letter serves as a reply to correspondence dated February 28, 2022 and a request for Remission of Civil Penalty for the Town of Ramseur regarding the Sanitary Sewer Overflows that occurred September 22, 2021. We experienced total of 4" of heavy rainfall on September 2151 and September 22, 2021 which entered our sewer system through natural runoff, manhole covers and old pipes. We consider this to be an unusual amount of rainfall in less than 48 hours. The overflows that occurred did not cause any environmental damage to any wildlife or plant life and was not caused by any equipment failure. We check our sewage pump stations visually seven days a week, even though we have dialers on half of them. The Town of Ramseur is classified as an "at risk" community as are several counties in the State and in May of this year we are applying for a grant of approximately fifteen million dollars to upgrade and replace our wastewater and water systems. Just like many other communities, our infrastructure has been in place for many years and is in need of upgrading. Our Town is committed to rebuild and upgrade our failing infrastructure to meet the needs of our community. We are also currently developing plans to apply for additional grant money in September to continue the needed upgrades. The overflow was not intentional and the Town did not benefit economically from this event. The Town is committed, more than ever, to operating and maintaining its sewer collection system and to make improvements in the collection system. The Town of Ramseur is a small community of less than 1,500 customers. The assessment of civil penalties will be an encumbrance to our citizens and would deduct from budgeted funds for improvements. The Town respectfully requests that you forgo the assessment of civil penalties and afford the Town the opportunity to invest in upgrading the collection system.
