This letter is in response to the Town of West Jefferson's self -reported Sanitary Sewer Overflow on
March 25, 2022, as required per your NOV and Intent to Issue Civil Penalty letter dated May 10, 2022.
The Town of West Jefferson Maintenance Staff found the sewer overflow while going home at 4 pm and
the maintenance crew responded immediately to the scene. The sewer line causing the issue was a 6"
ductile force main. A valve was shut off immediately to stop the back feeding of the sewer to the
damaged pipe and the pump station was shut off to eliminate any additional sewer overflow. When the
area was excavated and located the damaged pipe, a hole the size of a quarter was found at the bottom
of the line. The only explanation for the hole in the pipe was a faulty spot in the pipe. The crew was
able to install a handy band around the pipe to fix the issue.
With the circumstances explained above, I do not feel the town should be issued a Civil Penalty, as I feel
this was an act of nature and the town responded and repaired the issue as quickly as possible.
