In response to the letter of Intent to Enforce of 25 January 2021 the City of Thomasville asks
that the following be taken into consideration:
Regarding incident # 202002782: This event occurred during continuous precipitation in the
aftermath Tropical Depression Delta. The day before this spill, 10 October 2020, over seven -tenths of
an inch of rain fell in this pump station's sewershed area. On the day of the spill an additional 1.43" of
rain fell in this same sewershed on the already saturated ground. Please find attached an hourly rainfall
graph of the rainfall recorded at the pump station that is equipped with rainfall monitoring equipment
nearest to the Northside Pump Station as well as graphs showing the precipitation amounts the day
before and day of this spill. There are known issues with Inflow and Infiltration in the collection system
leading to this pump station that are in process of being at least partially addressed through the Hanks
Branch Rehabilitation Phases 1 and 2. Hanks Branch Rehabilitation Phase 1 is nearly complete. Hanks
Branch Rehabilitation Phase 2 has been bid and is awaiting approval of additional funding so that we
can move ahead with our existing plans to address the known sources of Inflow and Infiltration. A
factor that aggravated this spill is that one of the two force mains that Northside Pump Station
discharges through had ruptured, and thus could not be used, so the effluent flow capacity of this pump
station had been reduced. As the force main was installed approximately 20 feet deep and underneath
a bridge and concrete buttress wall there was no feasible means of repairing the line. A contractor was
hired and has installed a new line bypassing the area of deeply buried bad pipe at a cost of
approximately $130,000. This updated section of force main just became usable on the morning of 04
February 2021. There were no known impacts to public health, fish kills, or recreational area closures
as a result of this spill.
The above statements are to share with you that the City of Thomasville has taken steps to
address the issues that led to this spill and to help prevent recurrences of same. The City of Thomasville
has spent and will continue to spend millions of dollars to protect the environment by identifying and
correcting deficiencies in the collection system.
The City of Thomasville asks that the ongoing efforts to upgrade all aspects of the sanitary
sewer collection system be taken into account with any enforcement action considered.
