Hanes Mill Road, Suite 300 Winston-Salem, NC 27105 18 February 2020 RE: Intent to Enforce Letter Response Incident Number 201901831 Dear Mr. Snider, In response to the letter of Intent to Enforce of 03 February 2020 the City of Thomasville asks that the following be taken in ns ration: Regarding incident 019019 - The manual barscreen became clogged due to a large amount of debris that was introduced direc y into the pump station from a bypass pumping system that had been set up by the contractor that is performing the Hank's Branch Phase 1 Rehabilitation immediately upstream of this station. We were unaware that the contractor would be running the bypass pump to facilitate CIPP lining of a segment of the project line on the Saturday of this event. Most of the work has taken place during the normal Monday through Friday work week and we have been able to keep an eye on the pump station and make sure that the headworks grinder and barscreen are not overwhelmed, but in this instance we did not have personnel on hand as we were unaware of the contractor's intent to work that Saturday. On -Call Personnel were able to respond quickly and stop this event in very short order. The volume of wastewater spilled was nominal, duration of the event was brief and there were no known impacts to public health, fish kills, or recreational area closures as a result. The contractor and Construction Inspector have been advised to clear any Saturday work with City Personnel for the duration of the project to prevent a recurrence. The City of Thomasville asks that the circumstances surrounding this event as well as the ongoing efforts to upgrade all aspects of the sanitary sewer collection system be taken into account with any enforcement action considered.
