This letter is written in response to the above referenced letter of correspondence from your office
for the sanitary sewer overflow (SSO), Incident Number 202001280 on April 30, 2020 at lift
station number 3 as a result of inflow and infiltration. Asheboro experienced extremely heavy
rainfall resulting in a total amount of rainfall of 2 inches.
Maintenance staff responded to the alarm and evaluated the site to monitor the flow. Laboratory
sampling was conducted upstream and downstream of the site and no environmental impact was
measured. Temperature, pH, DO, Conductivity, and Ammonia sampling of the stream reveal no
real environmental impact on Dissolved Oxygen (DO), pH, Ammonia (NH3), and Conductivity
(Con) as illustrated in the following table for upstream (US), at the site (S) and downstream (DS)
monitoring.

The City has applied multiple times for CWSRF funding for an upgrade project for Lift Station #
3 and been denied. We just received notification that we will not receive funding from the spring
2020 CWSRF application. An engineering firm has been selected and contracted to design an
upgrade for this station and preliminary surveying and planning is under way. We will now seek
other funding sources. This lift station has eight sub basins that all eventually pump to this site.
Each sub basin has been investigated to identify inflow/infiltration but no major sources have been
identified.
The City of Asheboro is committed to protecting the environment and improving wastewater
collection service to customers. We are working from many angles to address issues that will

improve the operation of our collection system. Staff is continuing flow monitoring and will be,
aggressive in locating potential I & I sources and making repairs. Flow monitoring is ongoing in
other lift station basins. Flow monitoring has not revealed any major sources of I & I yet all
sources located have been repaired. The Capital ImprovementPlanprovides future resources for
studies, repairs and replacements to the wastewater collection and treatment systems. We have
received funding for and AIA grant that will assist in prioritizing capital projects that will improve
the performance of the sanitary sewer collection system. '
Including these SSO's, the overall performance of our system is .exemplary. The 2019 System
Performance reveals that of the more than 1.4 billion gallons of wastewater treated at the City of
Asheboro W WTP; less than 0.01 % was spilled at the plant or in the collection system. Laboratory
personnel sample after every SSO as soon as it'is safe to do so. .,None of the laboratory results
from this SSO event revealed significant environmental impact:
Please take these efforts into consideration as you deliberate these matters. The City requests
NCDEQ refrain from taking enforcement action as. a result of_these incidents. The City of
Asheboro takes pride in being good stewards of the environment and is taking measures to ensure
