Dear Mr. Snider,
This letter is in response to a Notice of Intent to Issue Civil Penalty that has been issued against the City
of Eden Collection System Permit No. WQCS00018 as of May 10, 2022 for incident numbers 202200383
and 202200433.
Incident number 202200383 concerns a sanitary sewer overflow that occurred on March 14, 2022 from
the manhole KS AR2, located 100 yards west of the City of Eden's Mansfield Street Pump Station. This
sanitary sewer pump station is located at 420 Mansfield St. Approximately 1,250 gallons of untreated
sewage was released reaching the Smith River. The cause of the overflow was the air relief valve being
damaged from severe hammering caused by a faulty check valve within the pump station itself, resulting
in the overflow. The issue has since been resolved. We are getting a soft shut ARV to see if that also
helps. It is being Monitored daily until we are satisfied of the resolution.
incident number 202200433 concerns a sanitary sewer overflow that occurred on March 19, 2022 from
a sewer force main servicing the west side of the city. This overflow occurred 50 yards north of 432
Palmer Ct. Approximately 1,000 gallons of untreated sewage was released reaching Tackett Branch
Creek. The cause of the overflow was a failure in the pipe that makes up the force main. We are
currently working with an engineering firm to figure exactly how much piping has to be replaced to
prevent further issues in this area.
The City of Eden and I take sanitary sewer overflows seriously and we are doing everything we can to
eliminate them.
