Dear Mr. Snider,
This letter is in response to a Notice of Intent to Issue Civil Penalty that has been issued against the City
of Eden Collection System Permit No. WQC500018 as of October 4, 2021 for incident numbers
202101492, 202101493, and 202101560.
Incident number 202201492 concerns a sanitary sewer overflow that occurred on July 2, 2021 from the
manhole DC 218 at the City of Eden's Rail Road Pump Station. This sanitary sewer pump station is
located at 11540 NC 770. Approximately 600 gallons of untreated sewage was released reaching Dry
Creek. The cause of the overflow was 1/1 finding its way into the sanitary sewer outfall line during a rain
event that deposited 3.81 inches of rain in 8 hours.
Incident number 202102493 concerns a sanitary sewer overflow that occurred on July 2, 2021 from the
manhole CB 095 at the City of Eden's Covenant Branch Pump Station. This sanitary sewer pump station
is located at 699 Lake Street. Approximately 1,080 gallons of untreated sewage was released reaching
Covenant Branch. The cause of the overflow was 1/1 finding its way into the sanitary sewer outfall line
down during a rain event because of damage done to a manhole on an outfall by what appeared to be a
truck knocking off the ring and cover, allowing a drainage ditch to dump directly into the manhole.
Incident number 202101560 concerns a sanitary sewer overflow that occurred on July 2, 2021 from the
force main leaving the City of Eden's Rail Road Pump Station. The section of force main that was
damaged is located on an out fall approximately 500 feet from Mill Ave. Approximately 3,250 gallons of
untreated sewage was released with 2,500 gallons reaching Dry Creek. A contractor hired by the City of
Eden to lay a new water main in the area, was digging out around the force main when a rock rolled
along their bucket and punctured the pipe from the force.
The City of Eden has put out for bids a new pump station to replace the current Weil MacLain Pump
Station located at 539 S New Street. The new pump station is to be located south of 572 S New Street.
My understanding is the project is in the finally stages before construction begins. This will also carry
the flow from the New Street Pump Station force main, taking the flow for both pump stations away
from the Covenant Branch basin and hopefully reducing overflows at Covenant Branch Pump Station.
The City of Eden takes sanitary sewer overflows seriously and is doing everything it can to eliminate
them.
Please take these facts into consideration when deciding what action to take.
