Vegetation on the upland slopes leading to the shoreline consists of pockets of small trees including hackberry and eastem red ceder with dense understories of greenbrier. Large expanses of open ares are present within the project area consisting of bare beach sand, but transition zones between the forested communities and the low marsh areas are dominated by low shrub and herbaceous plant species including seacoast marsh elder and pennywort. Below the normal high water (NFiV1n mark, the project area is primarily a tidal aquatic community over a bare sandy subst�ate, but two coastal wetlands are present within the project area, consisting of dense colonies or smooth cord grass and glasswort. f. Man-made features and uses now on tract The project area is currently an NCDOT right-of-way associated with US 74/76 (Wrightsville Avenue) and the Heide Trask Drawbridge structure. g. Identify and describa the e�sting land uses adiacent to the proposed projeCt site. Adjacent to the project is an active marina faality (to the southwest) and a private pier structure (to the northeast). The main navigable channel of the AIW1N is located southeast of the project area, crossing beneath the Heide Trask Drawbridge, however the proposed project will cross beneath the e�asting bridge structure between the second span, and will be well away from the navigable channel of the AIW1N. North and west of the project corridor is primarily low-density residential development and commercial establishments.. h. How does local government zone the tract? i. Give a brief description of purpose, use, and daily operations of the project when complete. The project will provide a safe and designafed crossing for cyclists and pedestrian across US 74/76 (Wrightsville Avenue) on the mainland side ofthe Heide Trask Drawbridge in Wllmington. It begins in the northeast quadrant of the Wrighstville Avenue/Airlie Road intersection near the terminus of Phase IIIB of the Cross City Trail (currentiy in design), and ends in the southeast quadrant of the same intersection. The walkway will provide bicycle and pedestrian access to numerous recreational, cultural, and educational destinations in Wilmington, and wifl ensure safe access across US 74/76. c. Describe the proposed construction methodology, types of construction equipment to be used during consfruction, the number of each type of equipment and where it is to be stored. The proposed walkway will be 8' wide to facillitate two-way pedestrian andlor bicycle traffic, constructed of composite drip- fhrough decking (Trex decking) with timber support pilings for areas outside of the existing NCDOT bridge structure. Under the existing NCDOT bridge structure, the walkway will remain 8' wide, composed of composite dri�rthrough decking (Trex decking), but will be supported by helical micropiles to allow sufficient clearance between the NCDOT bridge supports and the walkway supports. The proposed walkway wilt be constructed along the alignment of the boardwalk, meaning that no equipment will be within the AIW1N or any water of the US at any time. Pilings will be installed from the structure as it is built along the alignment. Equipment and material staging and construction access routes will be located in upland areas throughout the corridor. Typical roadway and boardwalk construction equipment will be utilized, including cranes, track hoes, back hoes, graders, dump trucks, bulldozers, and pavers. d. List all development activities you propose. The project will consist of a paved multi-use path for public utilization, extending towards the AI1NW (connecting to the Cross City Trail, to be constructed by others), transitioning to an 8' wide elevated boardwalkwith drip-through decking crossing beneath the existing NCDOT bridge structure carrying US 74/76 over the AIWW. The area is historically disturbed & large areas of the study area are regularly maintained. The project area extends over the MHWM of the AIWW & includes the sandy fill slope of US 74/76 down to the tidal area & aquatic community of fhe AIWW. Land use in the vlcinity Is primari[y commerical or NCDOT right-of-way, with fragmented natural thickets between the AfWW and US 74/76. The proJect proposes to construct a public walkway underneath the Heide Trask Drawbridge approach span to provide a designated crossing for cyciists and pedestrians across US 74/76 (Wrightsville Avenue) on the mainland side of the drawbridge in Wilmington, The proposed walkway wifl be 8' wide to facillitate two-way pedestriaNbicycle traffic, constructed of dri�rthrough decking with timber support pilings. Under the existing NCDOT bridge structure, the walkway will remain 8' wide, bui will be supported by micropiles to allow sufficient clearance between fhe NCDOT bridge supports & the walkway supports. The walkway begins in the northeast quadrant of the Wrightsville Avenue/Rirlie Road infersection near the terminus of Phase IIIB of the Cross City Trail. It ends in the southeast quadranf, near the Bridge Tender Marina parking lot. The only impacts proposed below fhe Normal High Water line of the AIWW will be from the placement of vertical support pilings. The volume of the fill material placed will be 19.73 cubic feet (0.73 cubic yards), resulting from the placement of five 8" timber pllings driven 8' into the substrate below the water. Sixteen 2-7/8" helical micropiles will be driven 8' into the substrate below the water (only when beneath the exlsting NCDOT bridge structure). These fill placements total 2.47 square feet of area. Of those pilings, ONLY four of the 8" timber support pilings will be driven 8' inio the ooastal wetland, & ONLY one 2-7/8" helical micropiling wi[I be driven 8' into the coastal wetland substrate. This fifl totals 1.44 square feet of area (this area ls part of the 2.47 square feet previously referenced). FII material brought to the site will be limited to timber and micopile support pflings. No erosion control will be necessary for the storage of these pilings, and no navigational aids will be required as a result of the project. Construction equipment including backhoes/trackhoes (or other piling installation equipment) will be used to transport and install the vertical support pilings, and no wetlands will be crossed in transporting equipment to the project site.
