Snider, Regional Supervisor North Carolina Department of Environmental Quality Division of Water Resources 450 W. Hanes Mill Road, Suite 300 Winston-Salem, NC 27105 Re: Sanitary Sewer Overflow Civil Penalties Incident #202200625 Dear Mr. Snider: 7 NC Department of Environmental Quality a• Received JUN % 7 2072 Winston-Satern Regional Office This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the Notice of Intent to Enforce Civil Penalty for the sanitary sewer overflow (SSO) Incident #202200625 caused by roots in the line. On April 15 at 3:45 p.m. an SSO occurred at 3664 Winding Creek Way in Winston-Salem. Our first responders determined that roots created a blockage that led to the overflow. A high-pressure nozzle was used to cut through the roots and normal flow was restored at 6:15 p.m. that evening. The area was cleaned following standard protocol and a diffuser was deployed for 2.5 hours. Upstream and downstream mains were cleaned and inspected by CCTV with no visual defects observed. WSFC Utilities continues to make progress in minimizing SSOs and has the proper programs in place to maintain our high level of performance. Since the start of the Collection System Improvement Program in 2016, we have cleaned 58% of our system, which is more than 1,000 miles of pipe. We are well positioned to exceed our goal of cleaning the entire system by 2026. I hope this information is helpful with your investigation of Incident #202200625.
