ICA being issued due to failure to isolate work area from Rocky River through use of a Turbidity Curtain. Failure to maintain EC measures along river bank and around work area. -Crews were in the process of moving rip -rap causeway from Stanly County side of Rocky River to Anson County side by using 2 track hoes to relocate stone in Rocky River to allow track hoes to walk across Rocky River. (Stone was dug out and placed toward Anson county to inch the causeway across Rocky River.) During this operation crews failed to use turbidity curtain around the work area and Rocky River turbidity was elevated due to failure to reduce turbidity through the use of a turbidity curtain. -William (DEO) advised crews to stop work as soon as he was on site. Crews stopped work and started working on securing the area with turbidity curtains. Spoke with Ben (Reeves) via telephone about corrective actions needed to lift ICA being issued today. -Install turbidity curtain around causeway and complete the relocation of the causeway. Currently the causeway is in the middle of Rocky Rlver with 2 track hoes on stone waiting on turbidity curtain installation to complete the move. -Install turbidity curtain along Stanly County side of Rocky River to isolate bank work from Rocky River. -Install turbidity curtain around Anson County bank and causeway for bridge demo. (Once causeway relocated 4/19/2023 9:18 AM Page 1 of 2 for final bridge demo.) -Stabilize bank access to causeway on Anson County side with stone. -Utilize 18 inch temporary pipe to bypass JS on Anson County side during bridge demo. -Install temporary berm/swale with slope drains at top of stabilized causeway access per discussions on site. -Bridge demo should not start back until site is in compliance and the ICA has been lifted. -Please contact this office for re -inspection once all corrective actions have been completed otherwise this project will be re -inspected on April 25, 2023. 4/19/2023 9:18 AM Page 2 of 2
