This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the
North Carolina Department of Environmental Quality, Division of Water Resources Notice of
Intent to Enforce Civil Penalty for the September 22, 2020 sanitary sewer overflow (SSO),
Incident #202002665, located at 443 Wachovia Street in Winston-Salem. The incident was a
result of pipe failure within the collection system.
On September 22 at 6:01pm, Utilities Field Operations was notified of a sanitary sewer overflow
(SSO) at 443 Wachovia Street. First responders reached the spill within 35 minutes of
notification and determined that pipe failure was causing a blockage of wastewater flow.
Multiple attempts were made to unstop the blockage by use of a high-pressure sewer jet and
nozzle but the line continued to fail. The spill continued until approximately 3:00pm on
September 23 when a contractor started pump and haul services. The spill area was cleaned
following standard protocol and a diffuser with de -chlorination tablets was activated.
Pump and haul services continued until approximately 6:30pm on September 26, at which time
bypass pumps and piping were installed and wastewater flow was diverted around the break.
Subsequently, a licensed utility contractor replaced 370 feet of 12-inch sewer main.
