This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the
North Carolina Department of Environmental Quality, Division of Water Resources Notice of
Intent to Enforce Civil Penalty for the September 9, 2020 sanitary sewer overflow (SSO),
Incident #202002574, located at 591 Waughtown Street in Winston-Salem. The incident was a
result of pipe failure within the collection system.
On September 9 at 2:45pm, Utilities Field Operations was notified of a sanitary sewer overflow
(SSO) at 591 Waughtown Street. Due to the close proximity of the spill, Utilities Field
Operations staff responded within five minutes of notification followed by an immediate
investigation.
First responders determined that pipe failure was causing a blockage of wastewater flow.
Additional crews were dispatched and vac trucks were used to draw from the spill area until
bypass pumps could be set in place. This SSO was resolved within four hours of first
notification. Subsequently, a licensed utility contractor repaired and replaced approximately
300 feet of 8-inch sewer main.
WSFC Utilities continues to make progress in minimizing SSOs and has the proper programs in
place to continue our high level of performance. Our comprehensive sanitary sewer evaluation
