This letter is in response to your letter dated November 29, 2021 to Division Engineer M. A. Pettyjohn
regarding compliance at the Surry County Rest Area/Welcome Center.
The following is a list of corrective actions being taken for the purpose of being in compliance with
permit number NCO029190 that has been issued to the NC Department of Transportation to operate the
Surry County wastewater treatment plant located on Interstate 77 at the Surry Rest Area/Welcome Center.
As noted in your letter the eDMRs had not been completed since November 2020. Our previous ORC,
retired, entered the eDMRs for November 2020 thru June 2021 with the exception of April 2021;
however, they were not validated/certified, and thus are not complete. We have found that once a report
has been started by another user the system will not allow us to view or make any updates to that report. If
you could offer any assistance with this issue, it would be greatly appreciated. As of December 3, 2021,
reports from April 2021, and July to October 2021 are entered and validated/certified.
In regard to the AtC permit, on March 3, 2021, the Department of Transportation was notified by an email
from Min Xiao, Environmental Engineer NPDES Industrial Permitting, NC DEQ / Division of Water
Resources / Water Quality Permitting that the scope of work did not require such a permit and that it
would be considered maintenance work. Please see the attached email.

Based on the project description provided, the proposed work at the facility can be considered as maintanance work. As a result, an ATC permit is not requried in
this case. I just realized Kevin Heath with The Lane Group asked me the same question yesterday as well, but he just provided generic info without disclosing the
facility's name. I do appreciate you providing much more detailed info which is very helpful.
