Thanks for speaking with me. My initial take is that the numbers presented do not meet the thresholds allowed under
NW 18 but I don't believe those numbers represent what is going on at the site. Please read back through the cover
letter, EDA impact summary sheet, and PCN to make sure the numbers and descriptions of work all say the same thing.

Some specific comments are below:

- What is the temp impact associated with the pedestrian bridge? If this is typical bridge construction the pilings should
span the thalweg of the channel and if located below the jurisdictional boundary the driving of pilings should not be
more than de minimus and thus not be considered an impact. There will be no impacts associated with this pedestrian
bridge.
The bridge will be free-standing and have footers on the top-side of the incised channel.

- Excavation in the PCN is described to include storm water culvert outlets which according to the plans have been
moved outside the jurisdictional boundary and thus there is no impact, right? Correct, the stormwater outlets are
beyond the jurisdictional boundary.

- The PCN description of the work states the need for a rip rap apron on the outlet of the culvert crossing, this is neither
shown on the drawings or enumerated in the PCN impact table. Please make sure the EDA impact summery table
mirrors the PCN table. I verified with the engineer that no rip-rap apron is required nor planned.

-Since these features aren't truly wetlands or streams please list the impacts in section 4 open water impacts and label
accordingly as tributaries.

- As I suspect you will need temporary excavation at the end of the culvert installs please label appropriately on the PCN
and EDA impact summary.

Correct, the channel bottom will be excavated for proper placement. Then the culverts, endwall & remaining fill will be
placed in this footprint.

I think the key here is consistency, please make sure everything describes the impact the same.

upcoming ground-breaking ceremony.

Hey Jay hope you are well.

I briefly went through the email and its contents and did generate some comments that if addressed may keep the
package from being returned for clarification. Whereas Architectural drawings are nice they are not great permit
drawings due to their clutter. Please assure that the permit drawings are simple showing the jurisdictional boundaries
and the placement of the work. The permit drawings do not need all the topo lines which make it hard to clearly view.
Label the impact areas with the same nomenclature you utilize in the PCN table and label them clearly on the overview
plan sheet.

Then move onto the focused plan view with cross section. For the culvert crossing please indicate pipe size, whether or
not burial is proposed (dependent on feature its within stream or wetland), and finally whether temporary impact will
be necessary to install the pipe (typically so if the pipe will be buried).

It looks like both features to be impacted have a dot dash on the JD map which indicates that there may be at least
a tributary system within the jurisdictional boundary. To better characterize the feature I encourage you to rate the
system with the DWQ stream rating form so we have a better idea whether these features have any stream
characteristics or not. When I last signed the map I did not necessarily characterize the features inside the boundary line
as that effort should always come during permitting.

vicinity of the project consists of Montford Point Cemetary, residential subdivisions, 1- retail, forested areas and home of
