On behalf of Piedmont Natural Gas (PNG), S &ME, Inc. (S &ME) is pleased to submit
this sampling report related to a test water discharge event performed for the Line 42
Replacement Project [North Carolina Department of Environment and Natural Resources,
Division of Water Resources (DWR) Project No. 12 -1024] located near Washington,
North Carolina.
BACKGROUND
The project involves replacement of an approximately 5.2 -mile section of 10 -inch
diameter natural gas transmission line with a new line between Greenville and
Washington, North Carolina. The new line was tested in two segments. The first
segment (approximately 2.1 miles) was tested and dewatered on April 18, 2015. Results
of sampling associated with that dewatering event were provided to DWR by S &ME in
an April 21, 2015 report.
Following installation of the remaining 3.1 -mile long section of pipe, Appalachian
Pipeline Contractors performed the second hydrostatic test and subsequent discharge on
May 4, 2015. The hydrostatic test was performed using water pumped from a Tranters
Creek (hereafter referred to as the "creek ") adjacent to the pipeline (Figure 1). The
quantity of water required for the test was approximately 63,000 gallons. The sampling
was performed in accordance with recommendations provided by you to our Joey Lawler
during a March 12, 2015 telephone conversation. Results of the May 4, 2015 sampling
are provided in this report.

DISCHARGE COLLECTION AREA AND DISCHARGE METHOD
Appalachian Pipeline Contractors utilized an approximately 30 -foot diameter dewatering
structure constructed in connection with the original dewatering event. The structure was
composed of a filter fabric -lined and hay bale- bermed collection area (see Photo Log).
The dewatering structure was located in a well- vegetated area approximately 250 feet
east of the creek. A 6 -inch diameter pipe was connected to the 10 -inch diameter natural
gas pipeline, and terminated within the dewatering structure with a diverter connected at
the end of the piping. The 3.1 -mile section of pipeline was "dewatered" by pressurizing
the pipeline behind a temporary plug ( "pig ") placed in the pipeline using an air
compressor capable of 1,500 cubic feet per minute (cfm). The air pressure was partially
controlled using a valve.
MAY 4, 2015 DISCHARGE
S &ME was on -site during the May 4, 2015 discharge event to test the discharge water
along the pathway from the dewatering structure to the stream, located approximately
250 feet away. Also, upstream and downstream locations (Figure 1) were tested prior to
and following the discharge on May 4, 2015. S &ME rented two multi- meters from Pine
Environmental of Raleigh, North Carolina. The extra set of meters served as a backup in
case of equipment failure and as an additional reading in case of exceedances of the
surface water quality standards was indicated. The meters were calibrated by Pine
Environmental. The results of the testing are discussed below, and the field meter
readings and field notes are attached.
Photographs of the collection area and discharge during the discharge event are attached.
Appalachian Pipeline Contractors discharged approximately 63,000 gallons over a period
of approximately 50 minutes (9:10am to 10:00am), at a rate of approximately 1,260
gallons per minute (gpm). Note that due to the permeable soil, the discharge water
infiltrated into the underlying soil prior to reaching the creek, thus there was no actual
discharge to the creek.
Initial and Final Readings of the upstream and downstream creek samples are
summarized below. Note that the pre- discharge readings are considered to be "Natural
Background," and also considered to be "standard" at the time of discharge.

Readings from the sheet flow location (Figure 1) of the discharge water are summarized
below. Note, only one round of testing was conducted since the entire event was
completed in 50 minutes.

One of the dissolved oxygen readings of the discharge water was less than 5 mg /L, but as
noted above, the discharge water infiltrated into the soil and no discharge water was
observed to have reached the stream.
CLOSING
While one of the two dissolved oxygen readings was less than the "standards ", the test
water discharge was not observed entering the stream and the Initial and Final
Downstream readings indicate that the pipeline test water discharge did not have a
negative impact to the surface water quality.
