The North Carolina Division of Water Resources conducted an inspection of the Carolina Plantation WWTP on
April 18, 2023. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0033770. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Wilmington
Regional Office. The following violation(s) were noted during the inspection:
Inspection Area Description of Violation
End Use -Infiltration A protective vegetative cover needs to be established and maintained on the infiltration
basin embankments to prevent erosion (Permit Section III.12).
Permit Schedule Piezometers were not permanently abandoned within 60 days of effective date of permit

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.

of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.

Inspection Summary:
A routine compliance inspection of the Carolina Plantation WWTF was conducted on April 18, 2023. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0033770. Jeff Jarman, Chip White and additional Old North State Water Company (ONSWC) staff were present during
the inspection.
This 150,000 gpd wastewater treatment plant averaged 149,221 gpd in 2022. According to ONSWC, there are no plans to
expand the plant capacity and Phase 11, specified in past permits, has been removed from the current permit. There are
plans to replace the barscreen with a fabricated, custom barscreen this year, instead of constructing the static fine screen
listed in the permit modifications.
A review of files show no NDMR/NDAR monitoring report violations since the fall of 2020. GW-59s were available for review
during the inspection but many reports have not been submitted. There have been issues with electronic submittal and
acceptance. Please contact the non -discharge administrator on how to best submit these missing reports.
The four infiltration basins continue to have embankment erosion issues. This was part of the violation issued for the
inspection on 3/10/2021. A protective vegetative cover needs to be established and maintained on all the earthen
embankments (Section 111.12). In addition, the piezometers PZ-1, PZ-2, PZ-3, PZ-4, PZ-5, and PZ-6 were required to be
permanently abandoned and GW-30 forms completed and submitted for each within 60 days of the effective date of the
current permit (Section 1.3). This will need to be completed as soon as possible.
The faciity is noncompliant with Non -Discharge Permit WQ0033770. A Notice of Violation will be issued. Please respond in
writing to this office within 30 days of your receipt of this inspection report regarding plans or measures to be taken to
address the above issues.

Instead, a custom bar screen will be fabricated this year.
